Looting

In the wake of Hurricane Katrina, as with many natural disasters, there have been reports of wide-spread looting. Being in favor of law and order normally I'd condemn such behavior. However, I think in passing judgment we must separate those who are looting for personal gain such as stealing electronics and other household items from people who are only taking items necessary for human existence.
